Second India blackout in two days cuts power to 670 million

NEW DELHI (Reuters) - Grids supplying electricity to half of India's 1.2 billion people collapsed on Tuesday, trapping coal miners, stranding train travelers and plunging hospitals into darkness in the second major blackout in as many days.

Stretching from Assam, near China, to the Himalayas and the northwestern deserts of Rajasthan, the outage was the worst to hit India in more than a decade and embarrassed the government, which has failed to build up enough power capacity to meet soaring demand.

"Even before we could figure out the reason for yesterday's failure, we had more grid failures today," said R. N. Nayak, chairman of the state-run Power Grid Corporation.

Prime Minister Manmohan Singh has vowed to fast-track stalled power and infrastructure projects as well as introduce free market reforms aimed at reviving India's flagging economy. But he has drawn fire for dragging his feet.

By the afternoon rush-hour, only about 40 percent of power was back up. Electricity had not been restored to all of the sweltering capital, New Delhi, and streets were clogged with commuters trying to get home.

"It's certainly shameful. Power is a very basic amenity and situations like these should not occur," said Unnayan Amitabh, 19, an intern with HSBC bank in New Delhi, as he was giving up on the underground train system and flagging down an auto-rickshaw to get home.

"They talk about big ticket reforms but can't get something as essential as power supply right."

Power Minister Sushilkumar Shinde blamed the system collapse on some states drawing more than their share of electricity from the over-burdened grid.

Asia's third-largest economy suffers a peak-hour power deficit of about 10 percent, dragging on economic growth.

"This is the second day that something like this has happened. I've given instructions that whoever overdraws power will be punished," said Shinde, hours before he was promoted to interior minister in a cabinet reshuffle.

More than a dozen states with a population of 670 million people were without power.

Two hundred miners were stranded in three deep coal shafts in the state of West Bengal when their electric elevators stopped working. Eastern Coalfields Limited official Niladri Roy said workers at the mines, one of which is 700 meters (3,000 feet) deep, were not in danger and were being taken out.

Train stations in Kolkata were swamped and traffic jammed the streets after government offices closed early in the dilapidated coastal city of 5 million people.

The power failed in some major city hospitals and office buildings had to fire up diesel generators.

By mid-evening, services had been restored on the New Delhi metro system.

"PUSHED INTO DARKNESS"

On Monday, India was forced to buy extra power from the tiny neighboring kingdom of Bhutan to help it recover from a blackout that hit more than 300,000 million people.

Indians took to social networking sites to ridicule the United Progressive Alliance (UPA) government, in part for promoting Shinde despite the power cuts.

Narendra Modi, an opposition leader and chief minister in Gujarat, a state that enjoys a surplus of power, was scornful.

"With poor economic management UPA has emptied pockets of common man; kept stomachs hungry with inflation & today pushed them into darkness!," he said on his Twitter account.

The country's southern and western grids were supplying power to help restore services, officials said.

The problem has been made worse by a weak monsoon in agricultural states such as wheat-belt Punjab and Uttar Pradesh in the Ganges plain, which has a larger population than Brazil.

With less rain to irrigate crops, more farmers resort to electric pumps to draw water from wells.

India's electricity distribution and transmission is mostly state run, with private companies operating in Delhi, Mumbai and Kolkata. Less than a quarter of generation is private nationwide.

More than half the country's electricity is generated by coal, with hydro power and nuclear also contributing.

Power shortages and a creaky road and rail network have weighed heavily on the country's efforts to industrialize. Grappling with the slowest economic growth in nine years, the government recently scaled back a target to pump $1 trillion into infrastructure over the next five years.

Major industries have their own power plants or diesel generators and are shielded from outages. But the inconsistent supply hits investment and disrupts small businesses.

High consumption of heavily subsidized diesel by farmers and businesses has fuelled a gaping fiscal deficit that the government has vowed to tackle to restore confidence in the economy.

But the poor monsoon means a subsidy cut is politically difficult.

On Tuesday, the central bank cut its economic growth outlook for the fiscal year that ends in March to 6.5 percent, from the 7.3 percent assumption made in April, putting its outlook closer to that of many private economists.

"This is going to have a substantial adverse impact on the overall economic activity. Power failure for two consecutive days hits sentiment very badly," said N. Bhanumurthy, a senior economist at National Institute of Public Finance and Policy.

This means that when we try something new, or do something we?ve been doing for years, we commit to it in an extreme way. Then, because we are all humans, we cannot keep it up at that pace and we ?fall short? of our ?perfect? expectations and then we end up feeling bad about ourselves. This continues over and over just like the cycle of binge eating and other ED behaviors. In order to stop this cycle from continuing, we need to practice moderation. To be clear, I do not mean slack off and fail a class or lose your job, I just mean create some healthy boundaries. When you are exhausted and your body aches, don?t go to the gym. When your boss calls you at 8pm, don?t pick up. When that ?toxic friend? calls you at a really inconvenient time, let it go to voicemail. We don?t have to be perfect all the time. Just being you is more than enough. Let your true self shine and let?s stop letting others dictate our lives and stress levels. Let?s start being okay with less than perfection. -Kati

In-utero exposure to magnetic fields associated ... - Health Centers

In-utero exposure to relatively high magnetic field levels was associated with a 69 percent increased risk of being obese or overweight during childhood compared to lower in-utero magnetic field levels, according to a Kaiser Permanente study that appears in the current online version of Nature?s Scientific Reports.

Researchers conducted the prospective cohort study, in which participating women in Kaiser Permanente?s Northern California region carried a meter measuring magnetic field levels during pregnancy and 733 of their children were followed up to 13 years, to collect clinically recorded information on growth patterns. On average, 33 weight measurements per child were collected.

Researchers noted a dose response relationship with increasing in-utero magnetic field levels being associated with further increased risk of obesity or being overweight. The observed association and supporting evidence provide the first epidemiologic findings that link increasing exposure to environmental magnetic fields, especially in-utero exposure, over the last few decades with the rapid rise in childhood obesity during the corresponding decades, according to the authors.

"Pregnancy is a critical developmental stage that is among the most vulnerable periods to environmental exposures,? said De-Kun Li, MD, PhD, a perinatal epidemiologist with the Kaiser Permanente Northern California Division of Research in Oakland, Calif., and the lead author of the study. ?These findings indicate that electromagnetic fields, from microwave ovens to countless wireless devices, may be contributing to childhood obesity risk. This finding could have implications for possibly reducing childhood obesity and better understanding the obesity epidemic. Like any scientific discoveries, the results need to be replicated by other studies.?

After controlling for a child?s age at each weight measurement, child gender, maternal age at delivery, pre-pregnancy BMI, race, education level, smoking during pregnancy and breastfeeding, researchers reported a 50 percent increase of participants being obese or overweight for medium in?utero levels (1.5-2.5 mG), and an 84 percent increased risk for high in-utero levels (>2.5mG). An mG, or milligauss, represents a unit of magnetic field level or strength as measured using a gaussmeter.

This study follows previous work from Dr. Li (and others) that showed electromagnetic fields may impact pregnancy outcomes and childhood diseases including asthma. Higher EMF levels have also been associated with diabetes in humans, being overweight and high glucose levels in animals, and ADHD in mice offspring, explained Dr. Li.

In the current study, among those children with longer follow-up time (to the end of the study), the observed association was stronger (2.35 times the risk of childhood obesity/overweight for in-utero MF level > 1.5 mG vs. ? 1.5 mG). Similarly, if the study only considered those who were persistently obese/overweight through childhood during the follow-up, the association was also much stronger (almost 5 fold increased risk of obesity/overweight for in-utero MF level > 1.5 mG vs.

"EMF exposure during pregnancy could impact the fetal development, including endocrine and metabolic systems, predisposing offspring to higher risk of obesity," Dr. Li said. He added that environmental impacts tend to be amplified during fetal development both in terms of affecting multiple organ systems and having long-lasting changes to physiology, such as to the endocrine systems and hormone receptors.

Researchers examined maternal factors, prenatal factors, childhood factors, outcome measures, and other factors that could be confounders. Among 18 factors examined, only family income and childhood habits of eating fruits and vegetables varied among the three maternal MF exposure groups. However, there was not consistent pattern of MF exposure with family income: women with either low or high family income had lower MF exposure level than women with medium family income. Children eating more fruits and vegetables tended to have a mother who had higher MF exposure during pregnancy. There was no difference among the three MF exposure groups in the average number of weight measurements per child. The proportion of children who remained in the Kaiser Permanente Northern California integrated care delivery system at the end of the study (11 years and older) was almost identical in all three groups. None of the 18 factors examined could explain the observed association.

"Expectant mothers should take this new research into account, but they should not panic," said Ruth Shaber, MD, medical director of the Center for Healthcare Delivery at the Kaiser Permanente Care Management Institute. "We still have a lot more to learn about the impact of the environment on pregnancy and young children."

Assad forces pound Aleppo, declare Damascus victory

ALEPPO, Syria (Reuters) - The government of Bashar al-Assad declared victory on Sunday in a hard-fought battle for Syria's capital Damascus, and pounded rebels who control parts of its largest city Aleppo.

Assad's forces have struggled as never before to maintain their grip on the country over the past two weeks after a major rebel advance into the two largest cities and an explosion that killed four top security officials.

Government forces have succeeded in reimposing their grip on the capital after a punishing battle, but rebels are still in control of sections of Aleppo, clashing with reinforced army troops for several days.

"Today I tell you, Syria is stronger... In less than a week they were defeated (in Damascus) and the battle failed," Foreign Minister Walid Moualem said on a visit to Iran, Assad's main ally in a region where other neighbors have forsaken him.

"So they moved on to Aleppo and I assure you, their plots will fail."

Rebel fighters were clearly in control of parts of Aleppo, where Reuters journalists saw neighborhoods dotted with Free Syrian Army checkpoints flying black and white Islamist banners.

Helicopter gunships hovered over the city shortly after dawn and the thud of artillery boomed across neighborhoods.

Rebel fighters, patrolling opposition districts in flat-bed trucks flying green-white-and-black "independence" flags, said they were holding off Assad's forces in the south-western Aleppo district of Salaheddine, where clashes have gone on for days.

Opposition activists also reported fighting in other rebel-held districts of Aleppo, in what could herald the start of a decisive phase in the battle for Syria's commercial hub, after the army sent tank columns and troop reinforcements last week.

Cars entering one Aleppo district came under fire from snipers and a Reuters photographer saw three bodies lying in the street. Unable to move them to hospital for fear of shelling, residents had placed frozen water bottles on two of the corpses to slow their decomposition in the baking heat.

Other rebel-held areas visited by Reuters were empty of residents. Fighters were basing themselves in houses - some clearly abandoned in a hurry, with food still in the fridges.

A burnt out tank lay in the street, while nearby another one had been captured intact and covered in tarpaulin.

In a largely empty street, flanked by closed shops and run-down buildings, women clad in long black abaya cloaks walked with children next to walls daubed with rebel graffiti - "Freedom", "Free Syrian Army" and "Down with Bashar".

Rubbish lay uncollected. In one street families were packing vans full of mattresses in apparent preparation to flee.

Near the center of town, most shops were shuttered, some with the word "Strike" painted over them. The only shop doing business was a bakery selling subsidized bread, where the queue stretched around the block. Burnt cars could be seen in many streets, some with the word "shabbiha" marked on them - a reference to pro-Assad militiamen.

U.N. Undersecretary-General for humanitarian affairs Valerie Amos said 200,000 people had fled the fighting in and around Aleppo in the last two days, and the violence across Syria made it hard for humanitarian agencies reach them.

"Many people have sought temporary shelter in schools and other public buildings in safer areas. They urgently need food, mattresses and blankets, hygiene supplies and drinking water."

Late on Sunday Syrian state television said soldiers were repelling "terrorists" in Salaheddine and had captured several of their leaders.

"Complete control of Salaheddine has been (won back) from those mercenary gunmen," an unidentified military officer told the television news, saying the gunmen included fighters from Saudi Arabia, Afghanistan, Turkey and Yemen. "In a few days safety and security will return to the city of Aleppo".

Reuters journalists in the city were not able to reach the district to verify whether rebels had been pushed out. The pro-opposition Syrian Observatory for Human rights said fighting continued in Salaheddine late on Sunday.

KILLING MACHINE

The leader of Syria's main political opposition group, the Syrian National Council, called for foreign allies to provide heavy weapons to fight Assad's "killing machine".

"The rebels are fighting with primitive weapons...We want weapons that we can stop tanks and planes with," SNC chief Abdelbasset Seida said in Abu Dhabi. He urged foreign allies to circumvent the divided U.N. Security Council and intervene.

"Our friends and allies will bear responsibility for what is happening in Aleppo if they do not move soon," he said, adding that talks would start on forming a transitional government.

Arab League head Nabil Elaraby said the battle in Aleppo amounted to "war crimes", and perpetrators would eventually be punished, Egypt's MENA state news agency reported.

The Arab League has suspended Syria and lined up with the West and Turkey against Assad. Assad's government blames Arab states, especially Saudi Arabia and Qatar, for the revolt.

Reuters reported on Friday that Saudi Arabia and Qatar had set up a base in southeastern Turkey to aid the rebels.

A Saudi Foreign Ministry spokesman declined on Sunday to comment directly but said Riyadh gave financial and humanitarian aid to the Syrian people. He also hinted at more direct support, saying countries should enable Syrians "to protect themselves at the very least, if the international community is not able to do so".

Assad's ruling structure draws strongly on his Alawite minority sect, an offshoot of Shi'ite Islam, while his opposition is drawn largely from the Sunni Muslim majority, backed by Sunni leaders who rule nearly all other Arab states.

That has raised fears that the 16-month-old conflict could spread across the wider Middle East, where a sectarian divide between Sunnis and Shi'ites has been at the root of violence in Iraq, Lebanon, Bahrain and elsewhere.

Shi'ite Iran demonstrated its firm support for Assad by hosting his foreign minister. At a joint news conference with Moualem, Iran's own Foreign Minister Ali Akbar Salehi rebuked the West and Arab states for holding the "illusion" that Assad could be easily replaced in a managed transition.

CRUCIAL TEST

In Damascus, where Assad's forces have pushed back a rebel offensive since a deadly July 18 bomb attack on his inner circle, many residents have fled fighting in the outskirts for relative safety in the heart of the capital.

In the centre, shops open only between 9 am and 3 pm, food prices have soared and no one dares walk outside after dusk, even in the holy month of Ramadan when streets are normally packed late into the night with people breaking the fast.

"To begin with I was with the regime, for sure," said Ahmed, from one of the southern suburbs where the army, backed by helicopters and tanks, launched its counter-offensive.

"But now, no, the regime must go. Take what they want with them, but they must go."

The battle for Aleppo, a city of 2.5 million people, is a decisive test of the government's ability to retake its two main cities. It has committed huge military resources to the battle there after losing control of outlying rural areas and some border crossings with Turkey and Iraq.

The British-based Observatory said 26 people were killed in Aleppo on Saturday and 190 across Syria. It reported fighting in Deraa, Homs and Hama. There was no way to verify its figures.

The Aleppo fighting follows the July 18 bomb attack, which killed four top security officials including Assad's defense minister, intelligence chief and powerful brother-in-law.

Interior Minister Mohammad al-Shaar, who was wounded in the attack, told state media the assassination had only hardened the authorities' determination to crush the revolt.

"Before this cowardly explosion, we were all working flat out. But now we will exert 10 times the effort to pursue those who threaten the security of our country," Shaar said.

Barclays reports 9 pct gain in H1 adjusted profit

(AP) ? Barclays PLC has reported a 9 percent gain in adjusted net profit in the first half of the year thanks to lower operating costs and modest growth in income.

Neighbors of accused Colo. shooter allowed home

(AP) ? Neighbors of the accused Colorado theater shooter are being allowed back home after investigators spent days combing the apartment of James Holmes.

Residents were called Wednesday evening and told they were free to return home. The neighbors were evacuated Friday, hours after the theater shooting that killed 12 and wounded 58. Investigators said Holmes had rigged his entire apartment with a complex series of booby traps that took authorities days to dismantle.

A few residents were walking back into the building Wednesday, while repair crews were repairing a door damaged during the investigation. Workers also were repairing a window broken out while suspected explosives were cleared.

(AP) ? Firearms sales are surging in the wake of the Colorado movie theater massacre as buyers express fears that anti-gun politicians may use the shootings to seek new restrictions on owning weapons.

In Colorado, the site of Friday's shooting that killed 12 and injured dozens of others, gun sales jumped in the three days that followed. The state approved background checks for 2,887 people who wanted to purchase a firearm ? 25 percent more than the average Friday to Sunday period in 2012 and 43 percent more than the same interval the week prior.

Dick Rutan, owner of Gunners Den in suburban Arvada, Colo., said requests for concealed-weapon training certification "are off the hook." His four-hour course in gun safety, required for certification for a concealed-weapons permit in Colorado, has drawn double the interest since Friday.

"What they're saying is: They want to have a chance. They want to have the ability to protect themselves and their families if they are in a situation like what happened in the movie theater," Rutan said.

Day-to-day gun sales frequently fluctuate, but the numbers also look strong outside of Colorado, too.

Seattle's home county, King, saw nearly twice as many requests for concealed pistol licenses than the same timeframe a year ago. Florida recorded 2,386 background checks on Friday, up 14 percent from the week before. Oregon sales on Friday and Saturday were up 11 percent over the month prior. Four days of checks in California were up 10 percent month-to-month.

During the past decade, June and July have consistently been the slowest months for gun sales, according to FBI data.

Jay Wallace, who owns Adventure Outdoors in Smyrna, Ga., found that his sales on Saturday were up 300 percent from the same day a year ago ? making it one of the best Saturdays his business has ever had. He said customers are often afraid when there's a gun-related tragedy that some lawmakers might try and push through an anti-gun agenda.

"We shouldn't let one sick individual make us forget and lose sight of freedoms in this country," Wallace said.

Authorities have said that the suspected Colorado shooter, James Holmes, methodically stockpiled weapons and explosives at work and home in recent months. He purchased thousands of rounds of ammunition and a shotgun, a semi-automatic rifle and two Glock pistols, authorities said.

On Friday, clad in head-to-toe combat gear, he burst into a midnight showing of "The Dark Knight Rises," tossed gas canisters into the crowd and opened fire. The shooting killed 12 people and wounded dozens of others.

Police in the Denver suburb of Aurora say Holmes also booby-trapped his apartment. Holmes is now in solitary confinement at a local jail.

The rise in gun sales reflects but one of the anxieties created by the shootings. Since the massacre, there have been reports of chaos at movie theaters, apparently sparked by misunderstandings or careless words.

A confrontation with an intoxicated man in an Arizona theater caused about 50 people to flee, authorities said. A southern California man was arrested after authorities say he made allusions to the Aurora massacre after the movie didn't start on time. In New Jersey, a showing of "Batman" was canceled after someone stood up during the movie, opened an emergency exit and then returned to their seat.

About 90 minutes into a Monday night showing of "Batman" in Santa Monica, Calif., shrieks from some girls sent about two dozen people sprinting for the exit. It turned out that a large man with a backpack was actually not a threat and was simply having a medical problem.

"This was nothing, and yet it startled us and rattled us so much," said moviegoer Paria Sadighi.

Nationally, the shootings have triggered a fierce debate over gun control and whether government has a role in reining in the ownership of firearms.

Gun sales often fluctuate based on news events, especially whenever people think the passage of more restrictive gun laws is imminent. Sales spiked following the election of President Barack Obama, when weapons enthusiasts expressed fear that the Democrat might curtail gun rights. FBI figures also show background checks for handgun sales jumped in Arizona following the shooting of U.S. Rep. Gabrielle Giffords in 2011.

"It's not uncommon for us to see spikes in requests for concealed pistol licenses when there's a significant gun-related tragedy," said Sgt. Cindi West of the King County sheriff's office in Washington state.

Some Democratic lawmakers in Congress cited the shooting as evidence of the need for tougher gun control laws ? particularly a ban on high-capacity ammunition magazines. Congress, however, hasn't passed strict legislation in more than a decade, and leaders in Washington show no sign of bringing up such measures any time soon.

Kids may look forward to a summer break spent playing video games or watching television, but a new report released Thursday argues that wasted summers can undermine national security by leading to weight gain and academic setbacks.

Such poor outcomes for children are cause for alarm on their own, but a group of retired military leaders believe they also mean fewer qualified candidates for military service.

Released by Mission: Readiness, a national security organization of more than 300 retired military leaders, the report notes that three out of four young adults between the ages of 17 and 24 cannot joint the military primarily because they are poorly educated or physically unfit. Some also have serious criminal records.


"What we?re concerned about is that the pool of available recruits is shrinking," retired Major General Paul D. Monroe told NBC News.

Monroe, a member of Mission: Readiness and former commander of the California National Guard, said that even before he retired in 2004, recruiters would report difficulty in finding highly qualified candidates. Many recruiters, he said, work with prospective applicants to improve their academic skills and physical fitness before enlisting.

In California, which the report says is representative of the national rate, nearly a quarter of high school graduates who attempt to enlist do not score high enough on the military's math and literacy tests to be admitted. Nationwide, a quarter of young adults have too much excess body fat to join the military.

Wasted summer breaks, says the report, may be a big part of the problem. Previous research has shown that academic gaps develop over the summer, particularly for low-income students. Studies have also shown that children put on weight faster during the summer.

The report argues that cuts to after-school, physical education and summer programs have made it harder for children to remain active and academically engaged during the summer, and calls for increased funding for such resources.

Monroe said that even though the military is expected to see drastic cutbacks of their own in the coming year, recruiters would still be tasked with finding qualified candidates in order to maintain a professional force.

Monroe, who served for 46 years, said that ending summer slumps for children will be essential to military readiness. "As a nation we?re going to have to decide what is important to us in national security, and we?re going to have to pay for it.

The sun emitted a mid-level solar flare on July 19, 2012, beginning at 1:13 AM EDT and peaking at 1:58 AM. Solar flares are gigantic bursts of radiation that cannot pass through Earth's atmosphere to harm humans on the ground, however, when strong enough, they can disrupt the atmosphere and degrade GPS and communications signals.

The flare is classified as an M7.7 flare. This means it is weaker than the largest flares, which are classified as X-class. M-class flares can cause brief radio communications blackouts at the poles.

Increased numbers of flares are currently quite common, since the sun's standard 11-year activity cycle is ramping up toward solar maximum, which is expected in 2013. It is quite normal for there to be many flares a day during the sun's peak activity.

Updates will be provided as they are available on the flare and whether there was an associated Earth-directed coronal mass ejection (CME), another solar phenomenon that can send solar particles into space and affect electronic systems in satellites and on Earth.
